DHS S&T has been sponsoring work on Ethics in Information and Communication Technology Research (ICTR), including sponsoring part of the Workshop on Ethics in Computer Security Research (WECSR) conference. The first version of "The Menlo Report: Ethical Principles Guiding Information and Communication Technology Research" has been released to the Federal Register for public comment. This panel will discuss the implications of the report and the surrounding legal and ethical issues associated with ICTR.
